They NEVER explained what the deal with Mezmeraan was, who he was or why he wanted those pellets. I imagine he's probably from the same race as the Evil Ghost Witch from "Pac in Time" which would explain why he had command of the Ghosts. I'm guessing Mez was probably a sorceror of some sort who needed Power Pellets for some spell.
